The Roeing Initial Application for Assistance (RIAA) software is a web-based, Smart Client system that provides a centralized database enabling Community Action Agencies to manage their EAP clients. The system has been in use by the State of Indiana since 2003. Although it was designed for Indiana's Low Income Housing Energy Assistance Program (LIHEAP), it can easily be implemented by other states and tribes.  

The RIAA software improves customer service, reduces benefit lag time and helps minimize errors and fraud. It is designed to provide:  

• Real-time client intake and tracking

• Automated calculation of client benefits

• Integrated fraud checks and alerts across the entire state

• Management of transmittals for utility companies

• Electronic transmittals

• Agency and statewide reporting

• Offline client intake (with no Internet connection)

• Secure storage and transmission of data
